Court reduces fine for advocate from Kabardino-Balkaria Ratmir Zhilokov

The court of cassation halved, to 50,000 roubles, a fine imposed on Ratmir Zhilokov, an advocate from Kabardino-Balkaria, in a case on an attack on a law enforcer.

The “Caucasian Knot” has reported that Ratmir Zhilokov was accused of using violence against a public officer that was not dangerous to health. On January 23, 2023, the court sentenced the defendant to one and a half years of imprisonment. Ratmir Zhilokov, who was to take care of his wife, four minor children, and father, dependent on him, was arrested. The court did not take into account mitigating factors in the case, said colleagues of the convicted man. The Supreme Court (SC) of Kabardino-Balkaria replaced Ratmir Zhilokov’s imprisonment with a fine of 100,000 roubles due to the unjustified application of criminal punishment.

Ratmir Zhilokov was detained on May 20, 2020. According to the investigators’ version, he behaved rudely with policemen and used physical violence against one of them, trying to prevent them from entering a building where gambling activities were allegedly taking place. Three of his colleagues, including Diana Tsipinova, volunteered to provide legal assistance to the advocate. The defenders were not allowed to visit the detainee. The policemen did not like the fact that they were being filmed, and they “twisted the defenders’ arms behind their backs and expelled them from the building.” The advocates got their bruises registered by a medical officer and filed a complaint to the investigating authorities. A criminal case was instituted against Ratmir Zhilokov and Diana Tsipinova.

Boris Zolotukhin, who earlier defended his colleague, considers the upheld sentence illegal, since it states that any citizen of the Russian Federation must comply with illegal demands of a policeman, the newspaper “Advokatskaya Gazeta” reported.

Let us remind you that on July 7, 2023, the court did not find any corpus delicti in the actions of advocate Diana Tsipinova, accused of attacking a law enforcer, and acquitted her.
