Participation of Chechen Ombudsman in solving problems of Chechens in Dagestan does not aggravate territorial disputes

By promising to solve the problems of residents of the Kemsi-Yurt village, the authorities of the Khasavyurt District tried to appease Chechen natives amid the current political situation, believes Ruslan Kutaev, the president of the Assembly of Caucasian Nations. Chechen Ombudsman Mansur Soltaev contributed to the solution of social problems, which is unlikely to lead to an aggravation of territorial disputes related to the Aukhovsky District, note Svetlana Gannushkina*, the chair of the “Civic Assistance Committee”*, and political analyst Alexei Gunya.

The “Caucasian Knot” has reported that the authorities decided to build a kindergarten and a medical facility in the village of Kemsi-Yurt in the Khasavyurt District. Furthermore, after complaints from the Chechen natives living in the village and negotiations between Mansur Soltaev and the local authorities, it was decided to build a road from Khasavyurt as well.

The complaints by the Chechen natives to the Ombudsman of Chechnya and his negotiations with the local authorities are not interference, believes Svetlana Gannushkina*.

“The social problem is being solved, and not for the authorities of Chechnya or Dagestan, but for ordinary people. And it seems to me this is a positive phenomenon,” explained Svetlana Gannushkina*.

“I don’t think that Dagestan responded to the Mansur Soltaev’s request. The point is that about 200,000 Chechens live in Dagestan,” said Ruslan Kutaev, the president of the Assembly of Caucasian Nations.

He believes that the authorities of Dagestan want to appease the Chechen natives.

Aleksei Gunya, Senior Researcher at the Institute of Geography of the Russian Academy of Sciences (RAS), thinks that the actions of the authorities of Chechnya will not lead to the resumption of territorial disputes. “It is unlikely that this episode will affect the territorial disputes with Dagestan related to the Aukhovsky District. This is not conducive to the current political context,” emphasized the political analyst.

On February 23, Magomed Daudov, the speaker of the Chechen parliament, stated that the houses in the former Aukhovsky District of Dagestan, from which Chechen natives were evicted during the deportation, should be returned to the descendants of the repressed people.
