Tyubeev: in Nalchik, mentally retarded children-orphans need no individual housing

The pupils of the children's house for mentally retarded children in Nalchik are not able to live independently in individual apartments. This was stated by Albert Tyubeev, Minister of Labour and Social Development of Kabardino-Balkaria, in reply to results of the check of observance of housing rights of children-orphans.

According to his story, the boarding schools for children-invalids have all the conditions, adequate to their age and health condition, for full life activity; they hold their training and upbringing in parallel with rehabilitation and medical measures.

"By virtue of their intellectual, mental and physical development, these children cannot live independently outside specialized establishments of the social care system; therefore, even when they reach full age, they cannot leave their boarding schools. Hence, objectively, they need no housing facilities," the Minister believes.

Nevertheless, as Mr Tyubeev says, in view of the formal stand of the Prosecutor's Office of Nalchik, in March 2009, all the necessary documents for registering all the children-orphans as persons in need of housing were submitted to the city administration.

According to the Ministry of Labour and Social Development of Kabardino-Balkaria, the pupils of the Nalchik boarding school for mentally retarded children are receiving their state pensions and other social payments on physical inability, which are entered into their personal accounts opened in the Savings Bank of the Russian Federation.

The administration of the boarding school has taken certain measures to defend the property rights of reared children, and to collect in the judicial order of alimonies from their parents who were deprived of their parental rights.
