PACE anxious about situation with human rights in Northern Caucasus

In the memorandum published on April 15, the committee of the Parliamentary Assembly of the Council of Europe for observance of human rights in Northern Caucasus has recognized the situation with human rights in the region to be "very disturbing".

The memorandum entitled "Legal Reaction to Violations of Human Rights in Northern Caucasus", presented by Dick Marti, Rapporteur of the Committee for Legal Matters and Human Rights, marks impunity for above violations of the international law.

The document emphasizes that the security forces deployed in the territory of Chechnya and Ingushetia are incessantly breaking human rights, are engaged in kidnappings and apply torture.

The "Novaya Gazeta" writes that the memorandum characterizes the situation in the sphere of human rights in the region as "the most disturbing" among all the 47 member-states of the Council of Europe.
