Relatives of Ingush native Albagachiev alarmed by his health state in penal colony

The administration of the penal colony, in which native of Ingushetia Abdul-Malik Albagachiev is being kept, refuses to let him have surgery for a metal plate to be removed from his collarbone, advocate Irina Biryukova reports. A wife of Abdul-Malik Albagachiev complains that the health state of her husband, who suffers from epilepsy, has deteriorated in the penal colony. In Ingushetia, law enforcers feel impunity and increasingly subject detainees to torture. The criminal case on the Abdul-Malik Albagachiev’s torture should be investigated so that the guilty persons are punished, human rights defender Magomed Mutsolgov suggests.

The “Caucasian Knot” has reported that in August 2018, Abdul-Malik Albagachiev was sentenced to nine years of imprisonment. According to the investigators’ version, since January 2015, the man fought in Syria against the government troops, and after returning to Russia, he stored an improvised grenade at his place of residence. Abdul-Malik Albagachiev stated that he was tortured during the course of the investigation.

On February 21, relatives of Abdul-Malik Albagachiev complained about the deterioration of his health state in the penal colony. Ismail Mankiev, an uncle of Abdul-Malik Albagachiev, claimed that his nephew began to suffer from epilepsy after being tortured.

Earlier, advocate Irina Biryukova has requested doctors to remove the metal plate from Abdul-Malik Albagachiev’s collarbone. According to the advocate, her client got the metal plate in his collarbone in last May, when he broke his collarbone. “The presence of the metal plate can adversely affect my client’s health,” the advocate explains.

The defender also intends to file an appeal against the refusal to transfer Abdul-Malik Albagachiev to a penal colony located closer to his home.

Ismail Mankiev, an uncle of Abdul-Malik Albagachiev, notes that it was difficult for the relatives to get an institution of a criminal case on his nephew’s torture by law enforcers.

Human rights defender Magomed Mutsolgov declares that the investigation into the case on torture of Abdul-Malik Albagachiev should be continued. According to Magomed Mutsolgov, due to impunity, law enforcers in Ingushetia are increasingly using torture. “They are not afraid of punishment, because there is permissiveness and complete disregard for the law for such law enforcers in Ingushetia,” the human rights defender emphasizes.
