Prosecutor's Office reveals illegal detention of Dagestani resident

The Prosecutor's Office of Dagestan has confirmed the fact of illegal detention and initiation of an administrative case against Nurakhmed Mirzaev, a resident of the city of Kaspiysk. An application was submitted to the Prosecutor's Office by the Human Rights Centre (HRC) "Memorial".

In 2006, Mirzaev was detained by policemen on suspicion of having links with members of the "Makhachkala" grouping. Then, the Kaspiysk City Court sentenced Mirzaev to a five-day arrest for resisting policemen during detention. Since then, Mirzaev is visited, once a month or even oftener, by policemen.

On December 21, 2015, Nurakhmed Mirzaev addressed the HRC "Memorial" asking to help him to get removed from the so-called "prophylactic registry". On February 22 this year, Mirzaev was invited by the district policeman in connection with his withdrawal from the registry. Apart from the district policeman there were other law enforcers in the room, who tried to take Mirzaev to the police station. After his refusal, they called a police outfit; and Mirzaev was forced to obey.

At the station, the law enforcers drew up a report on Mirzaev's disobedience. He was questioned and was waiting afterwards for three days in a cell for a trial. On February 24, the Kaspiysk City Court ruled to close the case against Mirzaev for lack of the event of the offense.

On March 17, the HRC "Memorial" appealed to the Kaspiysk City Prosecutor's Office with a request to conduct a check. As a result, on April 25, the Prosecutor's Office revealed violations in Mirzaev's detention and drawing up a protocol on his administrative offense. A presentation was issued to attract the policemen involved to administrative responsibility, the website of the HRC "Memorial" reports.
