Ingush authorities demand that 39 IDPs move out of barrack in Yandare

Nine families of forced migrants living now in the village of Yandare, Nazran District of Ingushetia, have received prescriptions from district authorities to move out of the barrack occupied by them. Local officials promise to pay compensation for their rented housing; however, the settlers demand guarantees that the promise will be fulfilled.

The barrack is inhabited by internally displaced persons (IDPs) from the Prigorodny District of North Ossetia-Alania and Chechnya, a total of 39 persons, including 18 children. They all should move out before October 11, otherwise the officials threaten to cut off gas, electricity and demolish the roof, a pensioner Zulay Tsutieva told the "Caucasian Knot" correspondent.

According to Magomed Mutsolgov, the head of the human rights organization "Mashr", cases when refugees and IDPs fail to receive the promised funds they are not uncommon in Ingushetia.

According to the "2010-2016 Social and Economic Development Programme of the Republic of Ingushetia", a total of 32 billion roubles have been allocated for improving housing conditions, including the IDPs, said Elena Polenova, a lawyer and specialist in civil law from the law firm "Schetovod" (Accountant).

She added that in order to evict a person from dilapidated housing, he or she should be notified at least one year in advance in writing. In his turn, Isropil Latyrov, the head of the administration of the Nazran District, said that all of these documents are available; and the tenants of the barrack had been acquainted with them.

Let us note here that earlier refugees from Chechnya and North Ossetia, who live in the TAC (temporary accommodation centre) "Promzhilbaza" in Ingushetia, raised the issue of their unaddressed housing problems.
