The Court in Strasbourg acknowledged Russia guilty of torturing Timur Tangiev

On December, 11, European Court of Human Rights in Strasbourg acknowledged that resident of Grozny Timur Tangiev underwent treatment equated with torture in custody. Russia must pay him 45 thousand euros compensation for moral damage.

“European Court of Human Rights condemned Russia for torture and unfair trial based upon the defendant’s confessionary statements received under torture. As a result, Ingush Timur Tangiev was sentenced to 24 years of imprisonment”, Anastasia Kushleiko, Juridical Director of “Astreya”, partner of “Legal Initiative in Russia”, said to the “Caucasian Knot” correspondent.

According to her, the case “Tangiev vs. Russia” was the first case considered by the European Court concerning an Ingush claimant who was incriminated participation in the activities of armed gangs and murder.

“Timur Tangiev has been serving penalty in penal colony of strict regime State Facility Correctional Colony No 6 in Vladimir region for already 10 years, Anastasia Kushleiko says. – He submitted a claim to the European Court in 2005, later his interests in ECtHR were represented by Legal Initiative in Russia”.

Native of Ingushetia Timur Tangiev was arrested in his house in Staropromyslovsky district of Grozny on April, 11, 2003, and delivered to Staropromyslovsky district Department of Interior Affairs and then moved to Operative search bureau No 2 (OSB-2) of the Ministry of Interior Affairs. Tangiev considers that his arrest was connected with kidnapping of his brother on May, 25, 2000. According to his wife Fatima, during detention her husband was severely beaten up and arms were planted to him before the very eyes of the tenants of the house. Timur himself states that after detention he was tortured 70 days right along and this made him sign confessionary statements which became the basis of the criminal case.
