Delegates from three Dagestani regions establish "Lak National Council"

On September 28, in Makhachkala, the Dagestani regional organization "Lak National Council" was established by the Congress of the Lak people, which brought together 427 delegates from the Lak, Novolak and Kuli Districts and communities with compact residence of the Lak people.

According to historian Ilyas Kayaev, Chairman of the organizing committee of the Congress, the participants of the event have stated that "there is a civil war in Dagestan" with a tendency to develop into "a full-scale civil confrontation".

"The delegates of the Congress have discussed the current social and political situation in the republic, including the problem of migration of Lak people to a new place of residence. They are aware of their responsibility for the further development and future of their nation. For 20 years, migration of the Lak nation continues­ people do not feel at home," Ilyas Kayaev has stated.

"We treat the measures, taken by the leaders of the republic, as inadequate to the state of affairs. The participants of the Congress claimed the need for observing the conditions of migration of the Lak people to a new place of residence and rejected any attempts to revise those conditions," emphasizes the resolution.

In April 1991, Moscow adopted the Law "On rehabilitation of repressed nations", which granted the Lak and Chechen-Akkin people the right to return to their lands.
