In Volgograd, court recognizes unlawfulness of actions of PEC's chairperson at presidential elections

Today, the court of appeal of the Volgograd Regional Court upheld the decision of the Central District Court of June 21 to recognize unlawful the actions of the chairperson of the precinct election commission (PEC) No. 1014 during the presidential elections in Russia.

In March, the Central Court of Volgograd considered the case on cancellation of the results of the elections of Russian President at the electoral precinct No. 1014. Complainant Maxim Davidov, an observer from the Communist Party of the Russian Federation (CPRF), also demanded that the court should recognize unlawful the actions of Lyudmila Guseva, PEC's Chairperson. However, on March 30, at the request of a representative of the territorial election commission of the Central District, the court closed the case on the lawsuit.

Today, Maxim Davidov told the "Caucasian Knot" correspondent that he repeatedly appealed to the court, and his claim was accepted "at the second attempt". "On June 21, the District Court pronounced the decision, in accordance to which, the actions of Lyudmila Guseva, PEC's Chairperson, were recognized unlawful and violating my rights of the observer," the complainant has explained.

According to him, then, Lyudmila Guseva and then three members of the territorial election commission (TEC), including the chairperson, challenged the decision. "I filed an appeal against the complaints. Today, the court upheld the decision of June 21, and it only specified violations, committed by the PEC's chairperson: I was brought to a distance, which did not allow me to use the rights of the observer, and I had no opportunity to examine ballots," the complainant said.

He has added that the fact of the violation had been revealed, and the actions of the chairperson were recognized unlawful.

Today, the court decision came into force.
