Ingush resident claims kidnapping of her searched husband in Chechnya

Tamara Gorbakova, a resident of Malgobek, claims that her husband Rustam Evloev, who worked as an inspector of the Road-and-Post Service (known as DPS) in the Nazran District of Ingushetia, was kidnapped by unidentified armed persons, while he was with his relatives in Chechnya.

The woman asks human rights defenders and Yunus-Bek Evkurov, the leader of Ingushetia, to assist in the investigation into enforced disappearance of her husband, to reveal his whereabouts and to guarantee observance of his rights.

On August 17, Rustam Evloev was in the village of Dolinskoye of the Chechen Republic. When someone rang at the house door, he opened it, and armed men in civilian clothes took the man outside in the street and forced him into a Priora car with tinted windows. This was stated by the appeal of Tamara Gorbakova to Yunus-Bek Evkurov, Yuri Chaika, General Prosecutor of the Russian Federation, Alexander Khloponin, Plenipotentiary Envoy of Russian President in the North-Caucasian Federal District (NCFD), and the human rights organization "MASHR". The appeal was published by Magomed Mutsolgov, the leader of the "MASHR", in his blog on the "Caucasian Knot".

According to Tamara Gorbakova, there were 10-15 cars, and none of them had state registration number plates. Rustam has been driven away to some unknown destination, and the woman is not aware of the current whereabouts of her husband.

According to the woman, investigator Islam Malsagov, who initiated a search file on her husband, states that Rustam Evloev is not kept at their place and that he has not send people in Chechnya to detain him.

"Please urge the authorities to immediately investigate the complaint about enforced disappearance of Rustam Evloev, to reveal his whereabouts and to guarantee observance of his rights," Tamara Gorbakova writes in her appeal.
