Deputies of Stavropol Territorial Duma initiate law on parliamentary investigation

A group of local MPs from all four factions of the Duma of the Stavropol Territory – "United Russia", "Fair Russia", Liberal-Democratic Party (LDPR) and Communist Party (CPRF) – offer to adopt at the autumn session a territorial bill on deputy's investigation.

"The introduction of the institute of deputy's investigation will strengthen the control authorities of the territorial duma and allow establishing facts of law violation," a memorandum to the bill says. The authors refer to the experience of a number of regions, in particular, Kabardino-Balkaria, where the parliamentary inquiry was introduced by the regional law in May 2008.

The law assumes that a parliamentary investigation (inquiry) may be initiated by a group of three MPs. The inquiry will cover facts of severe or mass violations of human rights, facts of non-fulfilment and non-observance of the legislation of the Stavropol Territory, resolutions of the Duma of the Stavropol Territory, emergency circumstances, violations in managing state property of the territory, failure of observing the territorial budget, and misuse of budget funds.

For making an investigation, a commission of seven MPs is set up, which is entitled to request official documents and question officials. Following an investigation, the commission will prepare a final report to be directed to the Territorial Duma.
