Residents of dormitory in Grozny report on authorities' demand to leave premises

Tenants of the dormitory in Grozny, located in No. 4 in Vyborgskaya Street of the Zavodskoi District, have reported on the decision of the territorial administration of the "Rosimuschestvo" (the Federal Agency for State Property Management) in Chechnya, in accordance with which about 100 families are to leave the dormitory till September 1. According to the tenants, they have nowhere to go.

According to the Human Rights Centre (HRC) "Memorial", the human right defenders were appealed by Nurzhan Eskerkhanova, Natalia Lakhova, and Malika Arzumulova, tenants of the dormitory. They stated the authorities demand that they and other tenants (about 100 families) are to leave their rooms.

According to the women, they live in the dormitory since mid-80s, and they are registered there. In the 90s, the building began to accommodate internally displaced persons (IDPs) from different parts of the republic. In 2003, the dormitory received the status of the temporary accommodation centre (TAC), which settled people, who came from the camps of the neighbouring Ingushetia. In 2007, the TAC was disbanded, and the building was transferred to the Federal State Unitary Enterprise (FSUE) "Chechenneftekhimprom".

Every time, when owner of the building changed, tenants concluded new contracts of social rent, and they paid their bills regularly. In January, they were ceased to be charged for a fee for housing, since once again an issue of ownership of the building was to be solved. About in May, tenants have learned that the building belongs to the territorial administration the "Rosimuschestvo" in Chechnya. The tenants received no response to their request to conclude contracts of social rent with them and to specify the order of payment. This was reported by the statement of the HRC "Memorial", received by the "Caucasian Knot" edition office.
