Relatives of Ingush resident, shelled near school, appeal for help to rights defenders

At night on July 29, in the village of Ordzhonikidzevskaya of the Sunzha District of Ingushetia, unidentified persons opened fire near a school on a 21-year-old Aliskhan Khamkhoev. This was stated by Leila Khamkhoeva, his mother. Relatives of the young man, who at present remains at the resuscitation ward with multiple penetrating wounds to his internal organs, contacted Yunus-Bek Evkurov, the leader of the republic, and the human rights organizations, asking to find the attackers.

"At 5:00 a.m., Aliskhan was found bleeding from gunshot wounds in his back and neck near the school No. 3 in Visaitov Street, where he spent five hours, lying with four penetrating wounds. At that time, he was still conscious and managed to ask a passing-by young man to inform his father about the incident, indicating contact data and address of his father, who brought him to the Sunzha Central Republic's Hospital," emphasizes the statement of Leila Khamkhoeva, which was published on July 31 in his blog on the "Caucasian Knot" by Magomed Mutsolgov, the leader of the human rights organization "MASHR".

Aliskhan Khamkhoev told his family members that he got wounded after he was called by unidentified persons near the secondary school No. 3. "When he turned, he saw a man sitting in a Priora car of black colour, with the 15th region on the state registration numbers (North Ossetia, note of the "Caucasian Knot"), who turned firearms on him. He got scared and ran; however, unidentified man opened fire on him from the firearms. Aliskhan fell and could not get up, since he was seriously wounded," emphasizes Aliskhan Khamkhoev's mother in her statement.

Besides, the woman stated that no criminal case was instituted on the fact of the attack; however, power agents conducted a search in the house of the Khamkhoev family. "They took all his documents, passports of my father and mine," states Leila Khamkhoeva.

"My son led a healthy life style, he served in the army with dignity, and he collected the documents to get a job at law enforcement agencies. He had no personal enemies and no hostile relations with anyone, and everybody respected him. Based on the above mentioned, I urge you to take appropriate measures to investigate the attack on my son and to render assistance in protection of his rights," emphasizes the statement of Leila Khamkhoeva, sent to the leader of Ingushetia, the Human Rights Centre (HRC) "Memorial" and human rights organizations "MASHR" and "Amnesty International".

At present, the "Caucasian Knot" does have comments from representatives of the investigatory authorities of Ingushetia with regard to the statement of Leila Khamkhoeva.
