AI: special agencies of Egypt torture detained native of Ingushetia

Egyptian human rights activists beat an alarm. Under their information, Ibragim Mankiev, 32, a citizen of the Russian Federation, who is kept by the State Security Body of the Arab Republic of Egypt, is exposed to torture. This was reported by the bureau of the Amnesty International (AI) in Alexandria.

The "Caucasian Knot" has reported that Ibragim Mankiev was detained together with his wife on November 10, after they visited the Russian embassy in Egypt aiming to change their passport.

"The couple was kidnapped. Culprits put black bags over their heads and took them in some unknown location. There, they were placed in different rooms. Then, three hours later, the woman - Maret Mankieva, 28, was brought into the room, where her husband was kept. He sat on a chair, his legs were roped and face was all in blood. Bruises and haematomas were seen. She was allowed to spend only 10 minutes with her husband; then, they put a bag over her head again and brought to the apartment they leased. The flat was searched; the agents confiscated their documents and the laptop PC," human rights activists assert.

After the search, as the statement runs, police agents in civilian clothes threatened to return, if any information appears in media.

"Citizen of the Russian Federation, a native of the Republic of Ingushetia Mankiev, Ibragim Zautdinovich, every day is exposed to torture, including torture with electricity and poring cold water over him," writes the Egyptian network edition MASRAWY with reference to the Amnesty International.

"According to Mankiev's cellmates who were set free, the whole body of the 32-year-old Russian is covered with bruises and haematomas. He is constantly coughing and hawk out blood. We express anxiety of his health and a life," runs the AI's press release.

"According to our information, he (Mankiev, - comment of the "Caucasian Knot") is in SIZO (special isolation facility) of the Department of State Security at the Egyptian MIA in Alexandria, Karmuz District. No charges were presented to him. The legal arrest duration, provided by the "Emergency Regulations', enacted in Egypt, is 14 day; the term has expired, but the authorities would not release an ordinary student from their torture chambers. This is a direct violation of human rights," the statement further runs.

The Amnesty International notes that the Egypt's MIA would not contact representatives of the Russian diplomatic mission in Egypt. First, the Russian consul in Alexandria unsuccessfully tried to get any information at the MIA's Department in Alexandria. Then, the General Consulate in Cairo interfered into the situation; however, despite a series of requests, neither MIA nor MFA gave any answers.

"We, the Amnesty International, demand from the authorities of Egypt to apply the lawful procedures to the Russian citizen, and to let him meet his family," the statement says.

The police of Egypt, in their turn, reports that the detainee is under investigation, and he is suspected of ties with Wahhabites.
