Dmitri Medvedev nominates Ebzeyev head of Karachayevo-Cherkessia

Russian President Dmitri Medvedev has nominated Boris Ebzeyev for the consideration by the  Karachayevo-Cherkessia Public Assembly and for granting him the powers of the republic's president, reports the Kremlin press-service. Ebzeyev may replace Mustafa Batdyev as leader of Karachayevo-Cherkessia.

Boris Ebzeyev is doctor of law, professor, academician of RAES. In 1991, he was elected judge of the Constitutional Court. He took part in drafting a number of laws, including the draft Constitution, reports ITAR-TASS.

Mustafa Batdyev, the incumbent president, won the presidential elections in Karachayevo-Cherkessia in 2003 and, today, he is one of the last elected leaders of the federation provinces. Batdyev has not applied to the President for re-appointment. His term in power expires on September 3, 2008, reports "Commersant".

In conformance with the law, Vladimir Ustinov, RF President's plenipotentiary representative in the Southern Federal Province, must submit to the republic's parliament the nominee of the province leader, approved by President Dmitri Medvedev, 35 days prior to the expiry of the term in power.

The last session of the KChR public assembly was held on July 5. On July 21, the deputes started on their parliamentary holidays.

    A court dismissed all the arguments of the defence and upheld the decision to fine Marina Melikhova, an activist from Kuban, whose verse the law enforcement bodies recognized as discrediting the Russian Armed Forces. Marina Melikhova, who does not have the money to pay the fine, intends to file an appeal against the court’s decision.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report. Among the victims have been Abubakar Mestoev and Umar Chichaev, mixed martial arts (MMA) fighters from Northern Caucasus, reports Shamil Khadulaev, the chair of the Public Oversight Commission (POC) of Dagestan.

  • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
