Mutsolgov: Congress of Ingush People will be democratic

On January 31, Nazran will host the Congress of Ingush People, which will be the first for the last 6 years. The "Caucasian Knot" correspondent was informed about it by Magomed Mutsolgov, head of the Human Rights Organization "MAShR" and a delegate of the Congress.

The agenda of the Congress has three points: discussion of the public and political situation in the Republic of Ingushetia; law on local self-government, where the territorial issue will be discussed; and fight against corruption.

According to the Law on the Congress of Ingush People, it is convoked by the President of the Republic. Mr Mutsolgov has explained that the event will be attended by officials from all the power bodies, deputies of local parliament, representatives of Ingushetia in the Russian Federation Council and State Duma, the President, delegates from dwelling settlements, 10 delegates from public organizations, 10 delegates from the clergy, 10 delegates from cultural centres and invited guests. According to his story, former presidents of Ingushetia will also take part in the Congress. In total, 323 delegates were elected.

"I was elected from Republic's NGO," said Magomed Mutsolgov.

He believes that the Congress will be rather democratic: "Whoever says whatever, the very idea of the Congress, and that the President has supported the idea and will chair the event is a great progress."

Maksharip Aushev, head of the Organizing Committee of the National Rally of Ingushetia, told the "Caucasian Knot" correspondent that the population is actively discussing the fact of the forthcoming Congress of Ingush People, since it will raise thorny issues touching on the political life and the territorial problem.

Mr Mutsolgov has also reminded that on January 15 a conference of the Republic's NGOs took place, where a resolution was unanimously adopted. "The resolution runs that we'll strive for restoration of the territory of Ingushetia, including the Prigorodny District.

Let us note here that not everybody in the Republic is happy of how delegates were elected to the Congress. The website "Ingushetia.Org" reports about the cases, when local residents had elected their delegates from settlements by the majority of votes, but on the following day saw names of other people in the list of delegates.

One of the leaders of the opposition of Ingushetia Magomed Khazbiev refused to take part in the Congress, saying that his comrades-in-arms who fought against "Ziazikovschina" have found themselves out of the Congress.

  • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine.
