Policeman from Krasnodar Territory fined for beating detainee

A court in the Krasnodar Territory has fined Evgeny Volkov, a policeman, by 50,000 roubles under the case of torturing Andrei Popov, who was detained on suspicion of theft.

The "Caucasian Knot" has reported that Evgeny Volkov, a deputy chief of the Primorsko-Akhtarsky ROVD (District Interior Division) of the Krasnodar Territory, is accused of involvement in the beating of Andrei Popov after his detention. The prosecutor has asked for three years in colony for Volkov.

According to human rights defenders, apart from Andrei Popov, Nikolai Bondarenko, and Sergey Duz, were also beaten up; law enforcers demanded from them to confess to stealing cows and heating boilers. The case of Popov's beating was transferred to the prosecutor's office; the Bondarenko's case was opened a year after the incident, and Duz figures as a witness. Law enforcers deny their participation in the beatings.

Evgeny Volkov has been convicted under the article of abuse of power. The prosecutor insisted on a real imprisonment for the policeman, but after Volkov admitted his guilt and apologized to the victim, the prosecutor asked the court to impose a fine on him, the "Team against Torture" (TaT)* has reported.

*The "Team against Torture" (TaT, formerly the "Committee against Torture" – CaT) was created by the lawyers who had earlier worked for the CaT, which was included into the register of the NCOs performing the functions of foreign agents.
