Rights defenders demand to punish law enforcers beating up Anapa resident

Investigators have refused four times to initiate a criminal case against the law enforcers involved in beating up Semyon Sukhinin, who was detained in the city of Anapa. The results of the checks show the investigator's reluctance to deal with the torture complaint, human rights defenders have pointed out.

The "Caucasian Knot" has reported that the investigator had refused to open a criminal case about the torture of Semyon Sukhinin, an Anapa resident, by law enforcers, without even talking to him.

The 19-year-old cook Semyon Sukhinin was detained on May 29, 2023, in Anapa on suspicion of stealing money. He said that policemen detained him at his house and offered to travel with them; then, they beat him up, threatened him and demanded that he confess to the crime. According to law enforcers, Semyon resisted detention, but according to the records from surveillance cameras at the entrance, he did not resist and voluntarily got into the car, the "Team against Torture" (TaT)* has reported.

The check conducted on Sukhinin's beating shows the extreme inefficiency and investigator's unwillingness to deal with the torture complaint, the TaT* has stated.

Torture of detainees in Kuban (Krasnodar Territory) has become a systemic practice, human rights defenders have pointed out in their comments to the premortal statement of Evgeny Ipatov, a Sochi resident, about the torture he has suffered at a power structure.

*The "Team against Torture" (TaT, formerly the "Committee against Torture" – CaT) was created by the lawyers who had earlier worked for the CaT, which was included into the register of the NCOs performing the functions of foreign agents.
