Lawyers treat Ombudsperson's statement about beating up Zhuravel by Kadyrov's son as formal reply

The Ombudsperson's office has the legal right to demand from Chechen police to check information about the beating of Nikita Zhuravel; and the Ombudsperson's statement about the impossibility of doing this is explained by his reluctance to enter into confrontation with Ramzan Kadyrov, lawyers believe.

The "Caucasian Knot" has reported that the office of the Russian Ombudsperson had reported that the Chechen police refused to open a criminal case on Zhuravel's beating "due to the absence of a crime event," and the supervising prosecutor recognized this decision as legal.

On September 25, 2023, Kadyrov posted a video in which his son Adam beats up Nikita Zhuravel, who was arrested for burning the Koran, at the SIZO (pre-trial prison). The head of Chechnya praised his son for this act. The police refused to initiate a criminal case, since criminal liability for such crimes is provided starting for from 16 years of age, and Adam Kadyrov at that time was under this age.

In the opinion of Svetlana Gannushkina*, the head of the "Civic Assistance" Committee*, is sure the footage of Adam Kadyrov beating Zhuravel is already a sufficient reason for an investigation.

"The court and investigators are making exclusively political decisions ... The loyalty to the authorities and personal closeness thereto are assessed," Ms Gannushkina* has stated, noting that Kadyrov Jr.'s minor age is not a basis for stopping his prosecution. "This man received medals for his crime," the human rights defender has added.

After Kadyrov Sr. posted the video, Adam Kadyrov received the title of Hero of Chechnya and the highest state awards of Karachay-Cherkessia and Kabardino-Balkaria.

According to Miki Arapiev, a lawyer of the Moscow Bar Association, taking into account Adam Kadyrov's age, "this case should have been taken care of by the department for minors of the Ministry of Internal Affairs (MIA), whose duty is to suppress minors' crimes."

When a minor enters the territory of a secure facility without having the necessary status for this, a malfeasance should be fixed, says Alexei Golenko, a lawyer.

According to his version, in a situation where a minor commits a crime, responsibility, up to the criminal one, extends to himself and his parents.
