Opponents of mobilization in Dagestan put on police preventive registration lists, human rights defenders report
Protesters detained at rallies against mobilization in Dagestan were put on the police preventive registration lists as “violators of mass events.” The police preventive registration under the above-mentioned category provides for monitoring of person’s activities, conducting preventive conversations, and warnings about the inadmissibility of participation in protest actions.
The “Caucasian Knot” has reported that in July 2023, the “Memorial” Centre for Defence of Human Rights reported a change in the tactics of the police preventive registration in Dagestan: now the police visit people under the pretext of a population census or request them to send photographs from their place of residence.
In Dagestan, there are cases when participants in protests against mobilization have been put on the police preventive registration lists, being classified as “ME (mass events) violators,” the “Memorial” Centre for Defence of Human Rights reports.
So, a resident of Makhachkala, detained at a rally on September 25, 2022, learned that he was put on the police preventive registration list when he left Dagestan. In addition, several young people detained on September 25-26, 2022, informed volunteers of the “Memorial” Centre for Defence of Human Rights about being put on the police preventive registration lists and being invited to police stations for “preventive” conversations.
On September 25 and 26, 2022, the large-scale protest actions against mobilization took place in Makhachkala. The protests ended in mass detentions. At least twenty criminal cases were instituted against protestors for using violence against policemen, the “Human Rights Watch” (HRW) reported. Adam Gadjiev, one of the participants in the protest action, was sentenced to one and a half years of imprisonment.
