In Rostov-on-Don, deputy chief of prison hospital accused of organizing torture

In Rostov-on-Don, the case against Alexander Lyakh, the former deputy chief of the tuberculosis hospital of the Federal Penitentiary Service (known as FSIN), accused of organizing the torture of prisoners, has been brought to court. Two subordinates of Alexander Lyakh are accused of exceeding their powers and complicity in exceeding the powers.

According to the investigators’ version, in 2020, patients of the FSIN hospital were unreasonably tied to their beds for a long time, which caused many bedsores. Forty people were recognized as victims in the case, and two of them died from their injuries.

The dead, who are recognized as victims in the case, may be prisoners Alexander Kulikov and Roman Mikhailov. According to the Public Monitoring Commission (PMC), Alexander Kulikov was brought to the FSIN hospital with a fracture of his spine and ribs, but the injuries were not recorded in the hospital. According to the PMC’s information, Roman Mikhailov died shortly after a piece of dead skin caused by a bedsore was cut off, the “Kommersant” reports.

According to the PMC, convicts were kept tied to their beds for weeks at the hospital, beaten, and poorly fed. By December 2020, the PMC of the Rostov Region received complaints about unacceptable conditions of detention in the prison hospital for 21 convicts, three of whom died.
