Murder case of Dagestani resident by MIA pensioner sent for reconsideration

The court has overturned the decision to release Tagir Velagaev, a pensioner of the Ministry of Internal Affairs (MIA), from punishment; he was convicted killing his ex-wife in Dagestan; the court has sent the case for a new consideration. This was announced by the human rights project "Axioma" on its Telegram channel.

The "Caucasian Knot" has reported that on March 16 this year, the Supreme Court (SC) of Dagestan released Tagir Velagaev from liability for murdering his ex-wife, Umazhat Guseinova, due to the expiry of periods of limitations and extenuating circumstances. However, Shamil Guseinov, the son of the murdered woman, has suggested that Velagaev's sentence was overturned because of his links in the law enforcement system. Svetlana Anokhina, a human rights defender, has attributed the murder of a Makhachkala woman to the dominance of patriarchy in Northern Caucasus.

In March 2020, a Makhachkala court sentenced Velagaev to two years of freedom restriction. In June 2020, the Dagestani SC granted the motion of the suffered party to cancel the sentence and sent the case back for reconsideration. The case was re-qualified to an article of a murder committed in the heat of passion that provides for up to three years in prison.
