Appointment of Kadyrov's relative as Mayor of Grozny weakens Daudov's and Delimkhanov's position

Having appointed Khas-Magomed Kadyrov as Mayor of Grozny, Ramzan Kadyrov gave preference to his family ties, and this undermines the position of people from the inner circle of the head of Chechnya, Svetlana Gannushkina and Ruslan Kutaev have pointed out.

The "Caucasian Knot" has reported that on March 2, on Ramzan Kadyrov's recommendation, his relative, Khas-Magomed Kadyrov, was appointed Acting Mayor of Grozny.

Almost the entire ruling system in Chechnya is tied personally to Ramzan Kadyrov and people close to him. According to the BBC Russian Service, out of 158 high-ranking officials in Chechnya, 30% are Kadyrov's relatives, 23% are his fellow villagers, and other 12% are his friends and their relatives.

The appointment of Khas-Magomed Kadyrov as Mayor of Grozny "undoubtedly weakens" the positions of people from the inner circle of the head of Chechnya – the Parliamentary Speaker, Magomed Daudov, and Adam Delimkhanov, an adviser to Ramzan Kadyrov, a State Duma MP, Svetlana Gannushkina, the head of the "Civil Assistance" Committee* is convinced.

"If comrades-in-arms can change, kinship ties remain valuable. This is generally widespread in Chechnya," Ms Gannushkina told the "Caucasian Knot" correspondent.

Daudov and Delimkhanov had no special positions in Chechnya, says Ruslan Kutaev, the president of the "Assembly of Caucasian Nations", who lives in Chechnya. "They have no positions; they have delegated rights. Ramzan Kadyrov has openly stated quite long ago that there will be no other surnames apart of his own heard in Chechnya. So only Kadyrov has a position ... Another point is that as Ramzan's and his close relatives' children grow up, they will take all more or less significant posts in the republic," Mr Kutaev told the "Caucasian Knot" correspondent.
