Court cancels Mutsolgov's fine for participating in rally

The appeals instance (the Supreme Court of Ingushetia) has satisfied the complaint against the fine imposed on Magomed Mutsolgov, a human rights defender, for his participation in the October rally against changing the Chechen-Ingush border. The court judgement became known on December 19.

The "Caucasian Knot" has reported that on November 9, Magomed Mutsolgov, the head of the human rights organization named "Mashr", reported that he had been fined by 10,000 roubles for taking part in an unauthorized rally in Magas. Then, he said that he would appeal against the fine.

From October 4 on, a round-the-clock protest action was on in Magas, the Ingush capital, against the change of the border with Chechnya. During the first several days, the rally was unauthorized; then, on October 6, the Government of Ingushetia sanctioned the rally for the period of October 8-17. Administrative protocols were drawn up for the participation in the unsanctioned part of the rally on 22 activists, and at least three participants thereof were fined.
