Activist: desire of Shyky natives to restore clannish village finds no authorities' support

Local authorities hamper obtaining title documents on patrimonial houses and land plots by natives from the high-mountainous village of Shyky, Cherek District of the Kabardino-Balkarian Republic (KBR), Aishat Sultanova, an activist, has stated.

The village of Shyky, the birthplace of Kyazim Mechiev, the founder of Balkar literature, ceased to exist after in 1943 its inhabitants were deported to Central Asia by Stalin's order.

Ms Sultanova, who is the chair of the public organization "Shyky Village Revival", told the "Caucasian Knot" correspondent that on November 1, 2013, the deputies of the Bezengi village made a decision "On allocation of old clannish houses to successors".

However, since then, Bezengi and the Cherek District have changed their authorities; and, according to Sultanova, the new officials do not support the desire of Shyky natives to restore their clannish village.

Ms Sultanova says that the authorities of the Cherek District offered the Shyky natives to take part in auctions for the lease of the land plots, where the foundations of clan houses are located.

She believes that the actions of local authorities run counter the law "On the Rehabilitation of Repressed Peoples", Article 8 of which provides for the return of the repressed people to their former residences.

She has stated that Shyky natives seek not to lease land plots under their patrimonial houses, but to register them as their private property.
