Police recognize attack on Igor Kalyapin in Moscow as "protection of Ramzan Kadyrov"

The police have explained the actions of the people who attacked Igor Kalyapin in Moscow in December 2014 by their desire to protect the leader of Chechnya. This was reported by the Committee for the Prevention of Torture, when it published a resolution on refuse to institute a criminal investigation into the attack.

The "Caucasian Knot" has reported that on December 11, 2014, during the press conference on the topic "Collective punishment as a method of fighting the armed underground in Chechnya" held at the Independent Press Centre in Moscow, two young persons of Caucasian appearance threw eggs at human rights defender Igor Kalyapin, who earlier had demanded to check the legality of the statement voiced by Chechen leader Ramzan Kadyrov concerning the responsibility to be born by family members of militants for their actions.

After this incident, Igor Kalyapin, a member of the Human Rights Council under the President, has filed a complaint to the "Khamovniki" OVD (Interior Division).

Today, the Committee for the Prevention of Torture, led by Igor Kalyapin, has published a descriptive part of the resolution to refuse to institute a criminal case, issued yet in 2016.

"The actions of the unidentified people were aimed at protecting the Ramzan Kadyrov, the leader of the ChechenRepublic," states the resolution signed by Major Kopytenkov on July 27, 2016.

The human rights defenders did not manage to get familiar with the above resolution until this March, after several complaints filed. Sergey Babinets, a lawyer of the Committee for the Prevention of Torture, representing the Igor Kalyapin's interests, has already filed an appeal to the Prosecutor's Office against the "refusal" resolution. According to Sergey Babinets, the decision made by Major Kopytenkov does not only fail to comply with the law, but also lacks logic, the Committee for the Prevention of Torture reports.
