Insanov, ex-Minister of Public Health of Azerbaijan, refused to participate in the session on his complaint
In Azerbaijan, the former Public Health Minister Ali Insanov has been transferred from the SIZO (pre-trial prison) to Colony No. 13. His defence has stated that the custody conditions in the colony are poor; and it is located too far from the convict's home.
Insanov refused to participate in the trial on his complaint against the Minister of Justice and the Penitentiary Service in connection with the torture, the "Caucasian Knot" correspondent has reported; however, as explained by his lawyer, Insanov does not waive his other claims against the Minister of Justice and the Penitentiary Service.
On March 14, 2013, the European Court of Human Rights (ECtHR) found violations of Insanov's rights, while he is serving his sentence on charges of economic crimes, and awarded him with the compensation of 10,000 euros. On September 10, 2013, Insanov complained to the Committee of Ministers of the Council of Europe that the Government of Azerbaijan had not fulfilled the decision of the ECtHR.
During the re-investigation of his case Insanov was held in Baku SIZO No. 1, located in the village of Kurdakhani. According to Togrul Babaev, Insanov's advocate, his client was kept there in unheated premises.
In 2007, Ali Insanov was sentenced to 11 years in prison on charges of economic crimes; he stated the political nature of his case and accused President Ilham Aliev of establishing a military-police regime and appropriating the country's oil revenues.
