HRC "Memorial": investigators fail to inquire into Dagestani's disappearance for two months

Two months have expired since the disappearance of Omar Valibagandov, born in 1975, a resident of Makhachkala; however, there is no decision on opening a criminal case. Meanwhile, the circumstances of the incident indicate that Valibagandov suffered from violence, was injured, and was then in the hands of law enforcement officials, says the Human Rights Centre (HRC) "Memorial".

Omar Valibagandov left home for his work on August 22, but never came back. In the course of his search, his relatives managed to find out that Omar was brought – with gunshot wounds and traces of beatings and under the escort of policemen – to the central hospital of the city of Izberbash, says the press release of the HRC.

As evidenced by an ambulance doctor, his crew was called by the on duty police unit from the village of Karabudakhkent and brought Omar Valibagandov under the escort of power agents to the hospital from the vicinity of the settlement of Achi-Su. Omar told the doctor that he had been "kidnapped, beaten for a long time, and abused; however, some good people helped him to run away."

The Valibagandov's fate is still unknown to his relatives. They had repeatedly appealed about the kidnapping to the Ministry of Internal Affairs and the Investigating Department of the ICRF for Dagestan. However, as of October 22 the decision to institute criminal proceedings was not made, the authors of the press release report.
