Foreign Minister of Nagorny Karabakh: refugees in republic have no legal status

Summarizing the visit of Terry Davis, rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) on the Nagorno-Karabakh conflict, to Stepanakert, Foreign Minister of the Republic of Nagorny Karabakh Ashot Gulyan noted in his interview with the Caucasian Knot correspondent that the rapporteur was especially interested in the problems of refugees in the context of the Karabakh settlement.

The meeting of Terry Davis with refugees in Shushi was arranged at his instance. "There were more than a dozen of speeches, which clearly highlighted that in spite of the popular opinion, refugee problems existed not only in Azerbaijan making statements on a million of refugees over and over again but it Karabakh too," said the minister.

Unlike refugees living in Armenian and Azerbaijan, who can enjoy status established by the international law and exercise privileges, refugees living in Karabakh receive only what the state can give them from the modest budget.
