Terry Davis: "I arrived in Karabakh not as a mediator"

PACE rapporteur on the Nagorno-Karabakh conflict Terry Davis met with the leaders of Nagorny Karabakh on February 23. After meeting with the president of the republic, Mr Davis said, "I arrived in Karabakh not as a mediator, I am just preparing a report on what should be done to resolve the conflict." "The Parliamentary Assembly of the Council of Europe [PACE] is much concerned with how it has happened that the conflict has not been given proper attention on the part of the Europe," added Mr Davis. In his opinion, the Nagorno-Karabakh conflict is a part of the global conflict between Armenia and Azerbaijan. But the South Caucasus is a part of Europe, and the other parts of Europe must pay their attention to it.

The PACE representative communicated with refugees in the town of Shushi for quite a long time. He is inclined to consider conflict situations from the point of view of humanitarian and rights issues.
