Karabakh movement started with idea of jural state

On February 20, it was 16 years since the Soviet of People's Deputies of Nagorny Karabakh passed the resolution on the reunification of the Nagorno-Karabakh Autonomous Region with Armenia. In this connection, the adviser of the President of the Republic of Nagorny Karabakh, Marvel Sarkisian, noted in his interview with the Karabakh newspaper Azat Artsakh, that Karabakh had coped with the problem of defensive capability at the first stage but forgotten about political and legal goals. In his opinion, the syndrome of the society's indifference to the problem of its own political organization is present in Karabakh. "The fact that the process of state building have been neglected during the post-war years has led not only to the establishment of powerful stratocracy but to the loss of clarity of our social consciousness. "Masters" of war have come to power. Azerbaijan and Armenia had it too, but in the more destructive form. We have lost the scale to rate jural power and jural state. The degradation of legal morals has happened. When I studied the theory of legal order, I often asked our old-timers how they had lived. "What the order in your village was based on," I asked. The answer was unique, "It was based on the man's dignity and the value of the word." It is a classic formula of civil society," said Manvel Sarkisian.
