Head of Chechnya suggested to restrict exit from the territory of the country for high-ranking officials
Head of Chechnya Ramzan Kadyrov suggested to restrict exit from the territory of the country for the officials who have access to secret information.
“I suggest the idea of enacting a moratorium on exit from the territory of the country for some period for high-ranking officials who have or earlier had access to secret information of strategic significance for the consideration of the authorities of the country, deputies of State Duma, members of Council of the Federation and the whole community”, “Izvestia” quotes Ramzan Kadyrov.
There is no formal prohibition of going abroad for officials in the countries of Central Asia but this rule exists there in fact, Vitaly Ponomarev, Head of the program of Moscow of “Memorial” Human Rights Center for Central Asia, told the “Caucasian Knot” correspondent.
“The most rigid was this practice during Niyazov’s rule. He used to say: “If I spend my vacations here then why should you go anywhere?”. There was a prohibition of both the officials’ exit and their children studying abroad. There were cases when the officials were not let into the aircraft even if they had bought tickets. Then the situation grew milder”, he said.
