Inquiry into peoples' deaths during Krymsk flooding is over

The investigation of a criminal case against four senior officials of the Krymsk District, accused of negligence that entailed deaths during the flood in July 2012, is over. The case has been sent to the prosecutor's office for approval of the indictment.

The charges have been presepnted to Vasily Krutsko, the former head of the Krymsk District; Vladimir Ulanovsky, ex-Mayor of Krymsk; Irina Ryabchenko, the former head of the Nizhnebakansk rural settlement; and Victor Zhdanov, the acting head of the district administration for preventing emergencies and civil protection. The first three are accused of a fraud and negligence; while Zhdanov – of negligence and an attempted fraud.

According to investigators, the above officials had been aware of the threat of the flood; however, they failed to alert and evacuate people, and later – to take measures to prevent and reduce the material damage.

Besides, the investigation has found that Krutsko, Ulanovsky and Ryabchenko instructed their subordinates to make documents with false information on the timely response of the authorities to the flooding.

Vladimir Ulanovsky refuses to admit the guilt imputed to him, while so far there are no comments from other defendants or their advocates.
