Resident of KBR jumps out of the window of MIA building

Mohamed Khabilov, a resident of the city of Terek, Kabardino-Balkarian Republic (KBR), jumped out of the window of the third level of the building of the Ministry of Internal Affairs (MIA) after receiving threats from law enforcers. He has told about it in his address to rights defenders. The local MIA denies his claims about threats.

The incident in the MIA building took place on February 25, 2013. Khabilov says that on that day he was detained by two employees of the MIA and taken to the building. According to his version, the policemen forced to write a confession and threatened to torture him with electricity and beatings in case he refused.

"My stalemate forced me to take an extreme step, as I had no doubt that the death threats were real. I would have failed torture; and, probably, they'd have forced me to sign confession, or they could have planted something on me. I asked to take me to the toilet, where I jumped out of the third floor window," Mohamed Khabilov wrote in his application posted on the website of the Human Rights Centre of the KBR.

According to his version, after the incident he was taken by an ambulance to the Republic's Hospital, where he was diagnosed with a fracture of three ribs, spine injury, contusion of left foot, fracture of pelvis, brain concussion, a broken nose, hurts and face bruises.

In its turn, the MIA of the KBR has denied Mohamed Khabilovov's claims about the threats received from law enforcers.
