Vasadze: Saakashvili is not interested to dissolve Georgian parliament

President of Georgia Mikhail Saakashvili can dissolve the parliament in April 2013; however, this is not within his interests, Gela Vasadze, the editor-in-chief of the Agency "Black Sea Press", believes. In his turn, Irakly Menagarishvili, the head of the Centre of Strategic Studies, asserts that dissolution of the parliament by Saakashvili can be quite well expected.

In December 2012, the ruling coalition "Georgian Dream" initiated an amendment to the Constitution prohibiting the president to form the government without a parliament's consent. On February 26, Ivanishvili, the Premier, sent a written appeal to Saakashvili, demanding to explicitly define his position relative to the above amendment.

"Not a single president has the right to dissolve the parliament without explaining the reasons; however, Saakashvili has such right – he can dissolve the parliament for no reason, as it is written in the Constitution, and then appoint his ministers," said Menagarishvili.

Now, Saakashvili's role is destructive; and under his unpredictable behaviour we can quite well expert him to dissolve the parliament, the expert believes.

"Today, Saakashvili's main problem is not to preserve the power, but to save the "United National Movement" as a party, which is rather difficult under an early dissolution of the parliament. In case of such dissolution, early elections will let Bidzina Ivanishvili's party to win the constitutional majority. Then, Saakashvili's party will just disappear from the political scene," said Vasadze.
