Kanashvili: adaptation commissions help militants to return to peaceful life
In the opinion of Georgy Kanashvili, the executive director of the NGO "Caucasian Home – Centre of Cultural Relations", the adaptation commissions, which operate in the regions of Northern Caucasus, make an additional instrument for bringing militants back to peaceful life; however, the commissions are not enough.
"A commission is an additional instrument aimed to help those people who haven't committed grave crimes," Georgy Kanashvili told the "Caucasian Knot" correspondent.
On February 26, Alexander Bortnikov, Chairman of the Russia's National Antiterrorist Committee (NAC), spoke positively about the adaptation commissions active in the regions of Northern Caucasus. He noted that the commission in Dagestan proved to be most successful.
"The adaptation commission for militants has played a positive role, in spite of all the drawbacks in its work. It has accepted dozens of militants, who now live peaceful life. Who can say that it is bad?" Rasul Kadiev, a lawyer, said about the Dagestani commission.
"Last year, in Ingushetia, the adaptation commission persuaded 46 persons to surrender; say, a whole detachment. Currently, two more persons are negotiated. No doubt, the commission is productive; and it will go on," said Mr Bokov, an assistant to the Secretary of the Security Council of Ingushetia.
