Chechen Prosecutor's Office is inquiring into salary non-payment case to "Penta" employees
The Prosecutor's Office of Chechnya has opened a criminal case against Siyavush Mamed-Zade, Director General of the Turkish construction company "Penta-Stroy" on the fact of non-payment of wages to company employees. The current whereabouts of Mamed-Zade, who, according to Chechen authorities, disappeared in December 2011 outside the republic, is unknown.
The actions of Siyavush Mamed-Zade were qualified by the Office as the crime under part 2, Article 165, of the Criminal Code of the Russian Federation (causing huge property damage to the owner by abuse of trust).
"It turned out that during seven months the staff of the Department for Combating Economic Crimes of the Chechen Ministry of Internal Affairs (MIA) had audited of Director General of the "Penta" and wrongly refused to initiate a criminal case against him," the Prosecutor's Office of Chechnya has stated.
A source from the Office has reported: "After the intervention of the Prosecutor's Office, the illegal decision of the body of inquiry not to institute criminal proceedings was cancelled; and on November 9, investigators opened a criminal case against the Director General of the 'Penta-Stroy'."
