Council of Elders of the Balkar people offered a project of a new Constitution of Kabardino-Balkaria

Council of Elders of the Balkar people (CEBP) submitted a project of a new Constitution of Kabardino-Balkaria for consideration of the republican Parliament according to which the republic would become a federative state formation.

A source in CEBR informed that according to the offered project of the Constitution, Head of the republic is subject to rotation between the two titular ethnic groups: one term the head would be a Kabardian and the next one a Balkar. The two ethnoses should be represented by equal parts in the legislative body of the republic.

The author of the project Rusaln Babaev told the “Caucasian Knot” correspondent that the project he had offered “completely corresponded to the conditions under which Kabarda and Balkaria joined together in 1922 as well as to the present-day Constitution of the Russian Federation (clause 5)”.

“We certainly have no hope that our project will be adopted but we are doing all these in order to comply with formalities before raising the issue of self-determination”, Rusaln Babaev said.

Babaev told us that a similar bill was brought in by the organization yet in 2007 however the Parliament ignored it then. It was not even registered.

This time the project was registered in accordance with the established procedure and well informed sources in the Parliament even reported that it was included into the working schedule for the autumn session. The Committee on legislation and state construction directed the project to the parliamentarians, the President and the Government. They will have to submit their opinions and amendments till October, 1.
