Oreshkin: Russia to preserve control over the objects restored in South Ossetia

A number of objects, built in South Ossetia for Russia's money, will remain in RF's ownership. According to political scientist Dmitri Oreshkin, this Russia's decision is caused by the desire to keep control over spending of the 10 billion roubles, which RF plans to allot on restoration of South Ossetia.

"The problem is that South Ossetia has a real risk to become another 'black hole' for Russian money," Mr Oreshkin said to the "Caucasian Knot" correspondent.

Judging by the information that arrives from the republic, according to political scientist's version, essential money already allocated to South Ossetia "has already evaporated".

We remind you that in early April the Russian Ministry for Regional Development announced a new restoration plan for South Ossetia. Roman Panov, Deputy Minister for Regional Development, said that Moscow would leave a number of objects built or reconstructed by Russian companies in the territory of the republic in federal ownership.

Local officials engaged in restoration works in South Ossetia, have reacted to the statement with understanding. "Certainly, prior to construction, plans are coordinated with local experts," Robert Guliev, head of the administration of Tskhinvali, said to the "Caucasian Knot" correspondent.

"Russia will keep ownership of double-purpose (civil and military) objects," Zurab Kabisov, Chair of the State Committee for South Ossetia's Restoration Projects, said to the "Caucasian Knot" correspondent. These are the airport and heliport to be built, roads and some other objects. In fact, South Ossetia can't service the airport, in particular, since they lack due specialists."
