Mutsolgov: CTO regime in Ingush villages is illegal

Human rights activist Magomed Mutsolgov asserts that introduction of the counterterrorist operation (CTO) regime in six villages of Ingushetia is illegal. He also places in question the information about a fight in late March militants with special agents in Sunzha District.

"Under the law on counteracting terrorism, a territory can be declared a CTO zone only if a terror act is being accomplished there - for example, criminals have seized a school or a house and move their demands," Mr Mutsolgov, leader of the human rights organization "Mashr", said to the "Caucasian Knot" correspondent.

According to his story, "the CTO regime is introduced for not making it possible for terrorists to learn about moves of special agents from the media." The human rights activist has added that "this novelty was introduced after the Dubrovka terror act in Moscow, when criminals who took hostages could learn about operative agents' plans from TV news programmes. While announcing six villages of Ingushetia to be a CTO zone is absolutely illegal. It's just someone's voluntarism."

We remind you that on March 30, the CTO regime was introduced in six villages of Sunzha District in the context of available information about prepared series of terror acts, as the FSB had reported.
