Ombudsman: custody conditions in Voroshilov ROVD of Volgograd are unsatisfactory
The custody conditions of the detainees kept at the Voroshilov ROVD of the city of Volgograd should be changed for the better, as Mikhail Tarantsov, Ombudsman for the Volgograd Region, said in his interview to the "Caucasian Knot" correspondent.
"We've received an application from resident of Volgograd Alexei U. He has reported that some months ago he was illegally subjected to administrative detention and other measures of administrative compulsion," said Mr Tarantsov. "In his complaint the citizen emphasized the unsatisfactory, first of all sanitary-and-hygienic, custody conditions for detainees in the cells of the Voroshilov ROVD."
The Ombudsman has reacted to the application: upon his request the Volgograd City Prosecutor's Office held an inspection and confirmed that the cells of the Voroshilov ROVD failed to meet sanitary and fire-prevention safety standards.
In relation to Voroshilov ROVD of Volgograd, administrative proceedings were initiated under several articles of the Code on Administrative Offences of the Russian Federation. Besides, the Prosecutor's Office of the Voroshilov District brought a presentation to the head of the Department of Internal Affairs of Volgograd demanding to eliminate the revealed violations of the legislation.
Earlier, the "Caucasian Knot" reported that in September 2008 legislative proposals of the Ombudsman for the Volgograd Regions on custody conditions in investigation isolation facilities (SIZO) were considered at the Committee of Russian State Duma on security.
