CTO regime introduced in Dagestan for the first time since June 2024
The counterterrorist operation (CTO) introduced in the settlement of Semender was preceded by the CTO regime on June 23, 2024, announced in Makhachkala and Derbent.
In that incident, during an attack on Orthodox churches and synagogues, six suspected militants were killed; and more than 15 law enforcers and several civilians also perished. Security measures were also strengthened in Ingushetia, Kabardino-Balkaria and North Ossetia. The attack on religious sites in Derbent and Makhachkala interrupted a 13-month preceding lull in the republic.
At night on March 5, the CTO regime was introduced in Dagestan. Law enforcers blocked a group of suspected militants in the outskirts of the dwelling settlement of Semender; they had allegedly planned to attack a law enforcement facility.
