ECtHR communicates complaint of Ruslan Rakhaev, former police captain

The European Court of Human Rights (ECtHR) has demanded from Russian authorities to answer the questions concerning the complaint of Ruslan Rakhaev, a former head of the criminal investigating division of the city of Cherkessk, about the conditions of his transportation to the colony.

The "Caucasian Knot" has reported that on July 24, 2019, it became known that the "Public Verdict"* Fund, which is handling Rakhaev's case, received a notification from the ECtHR about registering the complaint against the verdict. Human rights defenders then pointed out that in Rakhaev's case, investigators and the court had violated his right to the presumption of innocence and efficient remedies.

On June 15, 2018, the Cherkessk City Court found Ruslan Rakhaev guilty of the death of a detainee and sentenced him to nine years in colony. The court also stripped Rakhaev of the rank of police captain and ordered to recover from him a million roubles in victims' favour.

The ECtHR has communicated a complaint about the "inhuman conditions," in which Ruslan Rakhaev was transported to the colony, the "Kavkaz.Realii"* project reports.

According to the prosecution, on October 7, 2011, Rakhaev beat Dakhir Djankezov, a detainee, to death. Rakhaev's defence argued that Djankezov had been beaten before he entered Rakhaev's study.

In June 2019, Rakhaev's mother sent a complaint about the unfair sentence to the "direct line" of the President of Russia; however, she failed to get through to Vladimir Putin.
