Armenian political analysts point to uncertainty of peacemakers' powers in Karabakh

The threshold of peacemakers' jurisdiction is unknown; the incident with the MPs has raised the issue of the Russian contingent's mandate, Naira Airumyan and Tevan Pogosyan have noted.

The "Caucasian Knot" has reported that Russian peacemakers banned Armenian MPs from two oppositional factions from entering Nagorno-Karabakh; they failed to explain the reasons for the ban, Gegam Manukyan, an MP from the "Aiastan" faction, has stated.

The peacemakers' actions "are contrary to that point of the tripartite agreement of November 9 (2020, – note of the "Caucasian Knot"), according to which the Lachin Corridor is envisaged 'in order to ensure Armenia's communication with Nagorno-Karabakh'," Nikol Pashinyan, the Armenian Prime Minister, said on April 13. According to his story, no inspection function is assumed in the Lachin Corridor, especially with regard to prohibiting or restricting the travel of MPs. Besides, the Armenian Premier has stressed that the Russian peacemaking contingent should take measures to remove Azerbaijani units from peacemakers' responsibility zone, the "News Armenia" has reported.

Naira Airumyan, a political observer and the editor-in-chief of the Russian version of the "Lragir.am" finds the claims of the Armenian leadership as objective. She has treated the incident with the Armenian MPs as egregious. "It turns out that Russian (peacemakers) are authorized to let someone through or not. This means that we don't know what the threshold of peacemakers' jurisdiction is," Ms Airumyan has emphasized.

The incident with the MPs has raised the issue of the mandate of the Russian peacemaking contingent, Tevan Pogosyan, a political analyst and the director of the International Centre for Human Development, has noted. "It's not known what powers Russian peacemakers are vested with. Today, for the first time, the authorities announced that they have no right to check. But are there any written agreements to this end? The same is the case with the story around the village of Parukh," Mr Pogosyan told the "Caucasian Knot" correspondent.
