Resident of Dagestan complains about inconveniences because of "prophylactic registration"

The so-called "prophylactic registration" means constant policemen's visits and calls, and relatives' questioning; it interferes with living and working, Marat Shiraev, a resident of Makhachkala, who has been checked by law enforcers for several years, has stated. His story confirms that Dagestan is still using the practice of "prophylactic registration", said Galina Tarasova, a lawyer of the Human Rights Centre (HRC) "Memorial"*.

The "Caucasian Knot" has reported that on June 15, Marat Shiraev received, through the court, a response from the division of the Ministry of Internal Affairs (MIA) stating that he had not been on "prophylactic registration". He suggested that he was placed there after he had brought to administrative responsibility. In February 2017, he was accused of distributing extremist materials for posting on the "VKontakte" social network of a song by the Chechen author, Timur Mutsuraev, which had been recognized as an extremist one by the court.

To a greater extent, the fact of "prophylactic registration" is a moral pressure, said Marat Shiraev. "It's unpleasant to know that you are treated as an extremist. These are periodic calls from the police, inquiries, law enforcers' visits home, photo video filming at home, and taking explanations from elderly parents," he has explained.

Shiraev said that he is engaged in metal designing; he has a higher education. "I have nothing to do with extremist activities," he has stressed.
