Makhachkala residents blame bureaucrats for garbage collapse
In the conditions of a garbage collapse, the Makhachkala communal services have to load the garbage manually or with the help of tractors and take it out in ordinary trucks, since they have no specialized machinery, the "Makhachkala-1" municipal institution has explained. Both performers and officials are to blame for the garbage collapse, local residents assert.
On December 31, 2020, the Makhachkala Mayoralty announced the transfer of the city services to an enhanced operation mode because of the refusal of the "Leader" operator to remove the garbage. On January 16, 2021, the operator again refused to deal with garbage, referring the unresolved tariffs problem.
Dagestan has no facilities to sort out the entire accumulated garbage, said Murad Gadjimagomedov, the acting director general of the "Leader" operator. He believes that authorities should support his enterprise and not to burden it with all the problems, while remaining on the sidelines.
In the opinion of the lawyer, Ziyautdin Uvaisov, if every time violators were fined for discharging garbage in wrong places, the situation would be different.
The garbage collapse in Makhachkala has occurred because of the inefficient work of all the authorities, said Arsen Magomedov, the director general of the law firm "Magomedov and Partners".
"I haven't seen this before. It's as if we are in Middle Ages. Is it really impossible to establish a garbage collection system? ... Why should citizens who regularly pay for garbage removal smell these heaps?" Patimat, a resident of Makhachkala, is indignant. According to her story, garbage container points are littered with garbage; and no one has been removing it for several days.
