Residents of Dagestani villages flooded during HPP construction complain to Putin

Residents of five villages of the Untsukul and Gergebil Districts of Dagestan have sent a collective letter to the Russian President, Vladimir Putin, asking to compensate for the damage they had suffered from the construction of the Irganai hydroelectric power plant (HPP).

The "Caucasian Knot" has reported that in November 2020, residents of the affected villages filed a lawsuit against the Ministry of Economic Development of the Russian Federation, the Government and the Ministry of Energy of Dagestan demanding to oblige officials to prepare documents on payment of compensations as soon as possible.

The construction of the Irganai HPP was completed in 2008, and after its launch, the gardens of local residents with the harvest, as well as houses and farmland were flooded. Residents of the villages in the flood zone had repeatedly held protest actions with the demand of compensation.

Residents of five villages of the Untsukul and Gergebil Districts of Dagestan have sent a collective letter to Vladimir Putin, the "Komersant" reported on November 24.

The appeal, supported by 5154 signatures, covers 145 pages. Residents of Dagestan have reminded the president that in 2008, 1805 hectares of their land were flooded during the construction of the Irganai HPP to for its reservoir.

The commitment to pay compensations is on the federal budget, but the victims have never received them, although the sitting of the governmental commission, which gave orders to solve the problems of the Irganai HPP, was held nine years ago, and the amount of compensations was supposed to make 9.5 billion roubles.
