Dagestani Muftiate opposes female genital mutilation

The Islam prohibits mutilating surgeries, unless they are done on doctor's prescription, said Zainulla-Haji Ataev, the head of the Fatwa Division under the Dagestani Muftiate. He has assured that the Spiritual Administration of Muslims (SAM, or Muftiate) is preparing a ban on female circumcisions.

The "Caucasian Knot" has reported that the problem of female circumcision is urgent for Northern Caucasus and especially acute for Dagestan. According to Saida Sirazhudinova, the president of the Centre for Studying Global Issues of Modernity and Regional Problems, about 1240 girls under three years old become victims of mutilation surgeries every year.

According to Zainulla-Haji Ataev, only male circumcisions are generally recognized in Islam; and hudectomy is also allowed, that is, the removal of excess skin from female genital organs, which is prescribed for medical and cosmetology reasons. "Any other circumcision, assuming amputation, removal of some organs, is prohibited in Islam," Mr Ataev has stressed, adding that "Islam forbids mutilating the human body."
