Investigator in Tskaev's case tells about practice of torture in law enforcement bodies

Law enforcers are applying physical violence to detainees, if they fail to get confessions through psychological pressure, said Aslan Khugaev, who investigated the death of Vladimir Tskaev.

The "Caucasian Knot" has reported that since February 18, 2019, the Lenin District Court of Vladikavkaz is considering the death case of Vladimir Tskaev. Ten policemen are accused within the case. Relatives of Tskaev believe that he died from torture.

The video interview, which Aslan Khugaev gave to Ruslan Totrov, an observer of the edition named "OsNova", and Alik Pukhaev, a blogger, was posted on August 14 on the website of the "OsNova".

The former investigator has emphasized that he has no information about what exactly happened in the building of the Iriston police division, treating the circumstances of Tskaev's death as "a crime committed in non-obvious conditions."

The essence of "inadmissible inquiry methods" often means psychological pressure on the detainee, the former investigator has explained. "To obtain [confessions] for someone, threats of physical violence are enough, but someone needs a start of physical violence. Someone turns out to be morally stronger," he said.

Law enforcers are putting pressure on detainees aiming to obtain testimonies, said the former investigator.

"The main thing for them is to solve a crime; and how they do it – it bothers no one," Aslan Khugaev has concluded.
